A UN Visiting Mission report sharply criticised conditions in the Trust Territory, adding pressure for policy change.
What happened
The mission found problems “in almost every area”: poor transport, unsettled war-damage claims, land taken for military use without proper compensation, poor living conditions, weak economic development and education, and almost no medical care. The criticism came as the UN pressed for decolonization and the Soviet Union attacked the US as a colonial power.
Why it matters
It helped prompt Kennedy’s 1962 policy shift and the large budget increases that followed.
