Tosiwo Nakayama and Bethwel Henry petitioned the UN; the Congress of Micronesia was disbanded that year.
What happened
Nakayama of Chuuk and Bethwel Henry of Pohnpei were the leading figures of the Congress of Micronesia, the territory-wide legislature that had met since 1965: Henry was House Speaker from 1966 to 1979 and Nakayama led the Senate for most of the 1970s.
