FSM History

All nine constitutional amendments pass, including dual citizenship; Yoslyn Sigrah wins Kosrae’s at-large special election.

What happened

The nine amendments covered dual citizenship, a lower bar for future amendments, a veto override, sharing fishing and seabed-mining revenue with the states, an independent prosecutor and a right to a healthy environment. Dual citizenship passed in every state, from 78.6% in Yap to 87.5% in Pohnpei. Sigrah was elected to the Kosrae seat left open when Palik became vice president.

Why it matters

After decades in which most proposed amendments failed, all nine passed at once, and dual citizenship lets FSM citizens born abroad keep their FSM citizenship.
