Garrisons and military-government offices set up in five districts including Truk and Ponape; another JACAR page says six districts.
What happened
Japan’s naval command set up garrisons and military-government offices at Saipan, Palau, Truk, Ponape and Jaluit. A sixth district, with headquarters on Yap, was added in April 1915, which may explain why another JACAR page counts six. Commanders were told to follow German practice where possible and respect local chiefs’ authority.
