Haruki (春来) at Palikir functions as a government-designated settlement and local central place.
What happened
Haruki grew from the Japanese farming settlement founded at Palikir in the early 1930s. Japanese planners classed it with other government-designated settlements; in Miyauchi’s study, Japanese settlements like it ranked above islander villages, which kept only basic administrative functions.
