The Council of Micronesia, an advisory forerunner of the Congress, opened on Saipan.
What happened
At the opening session, Interior’s John Carver told members they “speak and act for the Micronesia people.” The council, chaired by Dwight Heine of the Marshalls, was described as a step toward a territorial legislature. It already existed before this session: Nakayama had been elected to it in 1962, and in March 1963 a subcommittee was drafting a charter for a future legislature.
