The Congress met on Saipan, the Trust Territory headquarters. Wikipedia’s source, Pacific Islands Monthly, headlined its report “Some Micronesian unity goes up in smoke.” That year the Congress was debating a US offer of commonwealth status, which Palau’s Senator Lazarus Salii opposed.
