The New York Times reported on the classified Solomon Report, which Micronesian nationalists had leaked.
What happened
The 1963 report had been classified. The New York Times wrote that nationalists said it recommended making the islands a permanent American possession, and that a suppressed section suggested ways to ensure a plebiscite vote for permanent ties. Historian Samuel McPhetres said it never became official policy, and that classifying it fed suspicion.
