The Congress of Micronesia held a 20-day Special Session in Ponape, funding CCM dormitories and historic sites; status talks stalled.
What happened
The High Commissioner had called the session mainly to settle future-status questions, and the Trust Territory’s own newsletter called it a failure: it passed no bill for a constitutional convention or transition commission and took no formal action on a draft Compact. It did create a Political Education Commission and told the status committee to discuss independence with the US while continuing free-association talks.
