Congress elections returned Bailey Olter (Ponape) and Tosiwo Nakayama (Truk), and elected John Mangefel (Yap) to the Senate.
What happened
Mangefel, previously a Yap representative, moved up to the Senate. After this election Tosiwo Nakayama became Senate President, a post he held until the Congress was replaced in 1979.
