Reagan approves resuming status talks, led by Under Secretary James L. Buckley, at a Hawaii meeting proposed for 3 October.
What happened
After a six-month policy review, Reagan named James L. Buckley, an Under Secretary of State, to lead talks with Palau, the Marshall Islands and the FSM. The stated aim was to end the last UN trusteeship, which the US had run since 1947, through “free association”: Micronesian self-government with the US keeping full defense rights.
