Reagan review conclusions presented at a multilateral session in Maui; talks resume, turning bilateral in 1982.
What happened
At Maui the US said it would accept the 1980 draft Compact as the basis for a deal and still wanted the trusteeship ended “at the earliest possible date.” Each government now had different priorities: according to Armstrong and Hills, the FSM wanted transition funding before the trusteeship ended and resisted an open-ended defense commitment. The joint three-government format was dropped, and from 1982 talks went one government at a time.
