Most Compact subsidiary agreements are signed in bilateral talks.

What happened

With talks now held one government at a time, the US and FSM finished the side agreements that would sit beside the Compact. Those signed with the FSM on 1 October 1982 included status-of-forces, extradition, federal programs and mutual security agreements.
