Compact of Free Association signed with the FSM; Ambassador Fred M. Zeder II signs for the US.

What happened

After 13 years of talks, the FSM and the US signed the Compact together with several side agreements, including one on mutual security. The Compact gave the FSM full self-government and its own foreign relations, while the US kept defense authority and the right to keep other countries’ militaries out. It still needed approval by FSM voters and by the US Congress.
