New state constitution takes effect and changes the name Ponape to Pohnpei.

What happened

Pohnpei voters had approved the constitution with 59% in September. Pohnpei became the third state with its own constitution, and outer-island municipalities soon wrote their own charters under it, starting with Pingelap in 1985.
