FSM History

Nakayama vetoes Senator Isaac Figir’s Compact review bill; Congress overrides unanimously on 28 October (Kosrae abstaining).

What happened

Yap Senator Isaac Figir’s bill would have required Congress and the state legislatures to approve the Compact again before it took effect, because the US House had removed tax and trade incentives. Nakayama argued that the 1983 approvals already met the constitution and promised a new vote if the Compact were materially changed. Congress overrode him with Yap, Truk and Pohnpei voting yes and Kosrae abstaining.
