Referendum passes 4 of 26 proposed amendments, including state powers over education and social security.
What happened
These were the 1990 convention’s proposals. To pass, each needed three-quarters of the vote in three of the four states. Besides the education and social security change, voters approved lifting a ban on some long-term land leases, making Micronesian courts the only forum for certain cases, and limiting Congress to defining national crimes. Four-year terms for Congress, an independent anti-corruption prosecutor and a chamber of traditional chiefs all failed.
Why it matters
No other convention amendment was ratified until 2023: all 14 proposals from the 2001 convention failed in 2002.
