Congress (CR 9-93) declares Olter unable to serve and designates VP Nena Acting President.
What happened
Because the constitution has no provision for an acting president, Congress used a section of the FSM Code that let two-thirds of its members declare the president unable to serve; the Speaker, the Floor Leader and eleven others signed. Olter had 180 days to declare himself fit to return.
Why it matters
Nena became president when that period ran out in May 1997, the only Kosraean to hold the office.
