What happened

Fourteen delegates met in the Congress chamber under former president John Haglelgam. Their proposals aimed to strengthen national unity, share money more fairly between the states and national government, and curb misuse of public funds, and they included dual citizenship and direct election of the president.

Why it matters

All 14 proposals failed at the August 2002 referendum.
