What happened

The US Senate gave final approval on 8 March 2024 as part of a larger spending bill, and Biden signed the next day; the FSM Congress had approved the agreements in late 2023. Because the law passed halfway through the US fiscal year, FY2024 money reached the FSM only at the end of that year.
