FSM submits its Strategic Development Plan; GAO later says it lacked key performance indicators and baselines.
What happened
Under the renewed Compact, the FSM had to give the US a development plan. The US members of the joint committee that oversees Compact money (JEMCO) said it set high-level goals but had no way to measure progress, and in September 2025 the FSM agreed to set at least ten indicators for health and education. The plan was formally launched in February 2026.
