Gaceta de Madrid publishes the Rome protocol (signed 17 Dec 1885), confirming Spanish sovereignty and German trade and settlement rights.

What happened

Spain’s official gazette printed both the Pope’s proposal of 22 October 1885 and the protocol signed in Rome, which took effect unless either government rejected it within eight days. Spain’s minister in Washington sent a copy to the US Secretary of State, describing a protocol made “by the mediation of His Holiness the Pope.”
