Yap is handed over to Germany and becomes seat of the Western Carolines district.
What happened
A separate ceremony on Yap handed over the Western Carolines and Palau. Yap became the German administrative center for the islands west of the 148th meridian, run by a small staff: a district officer, a secretary, a police officer and a doctor. The Germans confirmed six Yapese paramount chiefs in office, met them monthly and, by most accounts, governed through existing village and chiefly institutions rather than replacing them.
