What happened

A German list on a Wikipedia mirror, the only source for these dates, gives Senfft’s term as 1899–1909. Habele describes him working through Yap’s villages and chiefs, and historian Francis Hezel, who names him Otto rather than Arno Senfft, calls him one of the most capable and enlightened district officers in the Pacific.
