Georg Fritz arrives as district officer, finds widespread mistrust, and drafts the land reform.
What happened
Fritz, formerly the first German head on Saipan, was sent to carry out the unpopular reform and negotiated chiefdom by chiefdom, which Berlin found too slow. He proposed that tribute to chiefs end, that former tenants become landowners, and that they work 15 unpaid days a year for the government instead, with half its value paid to the former lords. The 15-day rule appears only in English secondary sources.
