A Civil Affairs Department is created in the Defense Force; military-government offices become civil-administration offices, still under naval officers.

What happened

The new civil affairs department set up branches wherever there were naval garrisons. Its staff were civilian officials who took over most administration except policing, but they still answered to the naval commander. It was a step toward the civilian government that came in 1922.
