Instruction No. 50 sets branch-office duties; the 1924 reform lets police or clerical officials head branches.

What happened

The instruction set out how branch offices divided their work. A government retrenchment the same year cut the number of senior administrative officials, so police inspectors and clerks could now head branch offices.
