A 24-family Japanese farming commune starts at Palikir, and Haruki market town is built.

What happened

The colonial government persuaded the 24 families to settle at Palikir, but they struggled with the climate and with getting produce to market in Kolonia. The government improved roads and power and granted more land, and the settlers turned to rice; an anthropologist found the farming settlement well established by 1941. No Japanese source found confirms the 1931 date or the 24 families.
