The first elections to the Congress of Micronesia were held; Yap’s Francis Nuuan was among the first senators (1965–69).
What happened
Voters in all six districts chose the first territory-wide legislature. Nuuan, from Aff in Tomil, was an educator and former teaching supervisor who had served on the Council of Micronesia; he held his Senate seat until he lost to Raphael Moonfel in 1968.
