FSM Congress unanimously approves the Compact; the Ponape State Legislature disapproves it.

What happened

Ratification needed Congress and at least three of the four states. Truk, Yap and Kosrae had approved the Compact by late August, so Congress’s unanimous vote completed the FSM’s approval. Ponape’s legislators called their vote against “strictly a policy matter,” and Governor Resio Moses described it as a minority view that “needs to be protected.”
