What happened
With Truk now treated as a place where cholera was endemic, the national government tried to stop it spreading to Ponape, Kosrae and Yap. The rules banned food shipments from Truk, required travellers leaving Truk to take an antibiotic and carry a health certificate, and quarantined arrivals without one. The signed text is dated 13 September, but the newsletter story says they were issued on the 14th.
