US Congress enacts the Compact as Public Law 99-239.

What happened

Passing the law was the last major US step. The Act formally recorded the FSM’s 1982 signing and its UN-observed 1983 plebiscite. In 1985 FSM lawmakers had objected that US House changes removed some tax and trade incentives that had been negotiated.

Why it matters

The Compact entered into force on 3 November 1986, ending US administration of the FSM.
