Congressional elections; voters approve holding a constitutional convention, 71% to 29%.
What happened
The constitution requires voters to be asked at least every ten years whether to hold a convention to revise it. The yes vote led to the January 1990 election of delegates, and the convention’s proposals went to voters in July 1991.
