Amendment for four-year Senate terms fails in all four states under the three-quarters rule.

What happened

Under the rule then in force, an amendment needed three-quarters of the vote in at least three states. Four-year terms got majorities in Kosrae and Yap but fell short of 75% there, and lost outright in Pohnpei and Chuuk.
