Congressional elections; amendment raising the states’ tax share from 50% to 80% fails the 75% bar everywhere.
What happened
The amendment would have raised the share of national tax revenue returned to the states from 50% to 80%. It won 53% nationally and 70% in Chuuk, but no state reached the 75% it needed, and Kosrae voted heavily against.
Why it matters
The idea returned in the 2001 convention’s proposals and failed again in 2002.
