Acting President Nena presses governors for early-retirement laws, a condition of the ADB reform loan.
What happened
The Public Sector Reform Program loan aimed to shift the economy away from the public sector toward private business. An ADB mission in December 1996 agreed the steps with the national government, and every government had to pass an early-retirement law before the loan could go to the ADB board. In a January 1997 letter, Nena told the governors that not all states had done their part.
