Falcam changes the referendum plan so all 14 convention amendments go to voters on 27 August.

What happened

In March Falcam had proposed putting two proposals to voters in August and the other eleven at the 2003 elections. In April he changed course so that all 14 would be voted on together on 27 August 2002.
