ADB evaluation rates the 1990s Public Sector Reform Program loan “successful”, though two states and the national government missed targets.
What happened
The loan had backed the late-1990s plan to shrink government, raise local revenue and support private business. The review found that revenue targets were met and utilities became corporations, but private-sector growth was limited. Among its lessons, it warned against downsizing that relied only on voluntary departures.
