Urusemal’s Presidential Order No. 23 creates an Interim JEMCO to prepare the FY2004 Compact budget.

What happened

The amended Compact required a joint US-FSM committee, the Joint Economic Management and Financial Accountability Committee (JEMCO), to oversee how grants were spent. Until it existed, this interim FSM body, with one member from each state and two from the national government, prepared the first budget under the new terms.
