What happened

The declaration let the president move national resources while Congress, which had to extend or revoke it within 30 days, met in special session. Patrol boats were to carry assessment teams, food and water to the Mortlocks and Northwest Islands of Chuuk and then to Yap’s outer islands, and a ship was sent to Pohnpei’s southern islands.
