FSM and Mauritius propose bringing HFCs under the Montreal Protocol, the proposal that became the Kigali Amendment.
What happened
HFCs are gases used in cooling that replaced ozone-damaging chemicals but strongly warm the climate; the proposal warned they could cause about a third of climate emissions by 2040. The two island states asked to phase them down under the Montreal Protocol, the ozone treaty that had already phased out nearly 100 harmful chemicals.
Why it matters
The idea led to the Kigali Amendment of 2016, which the FSM was among the first to ratify.
