GAO-26-107778 reports late audits, slow Compact III disbursement and construction bottlenecks.
What happened
The US Government Accountability Office (GAO) reviewed the first years of the renewed Compacts. It found that education and health got most of the money, but that late funding, late FSM audits, high costs and labour shortages slowed work; a smaller population also raised the cost of services.
