The League of Nations Council confirms Japan’s Class C mandate.
What happened
Under the Class C mandate, Japan could govern the islands as an integral part of its empire, but it promised to promote islanders’ welfare, ban the arms and liquor trade, build no fortifications or bases, train no islanders as soldiers, allow freedom of worship and report yearly to the League. Islanders were not given Japanese nationality.
Why it matters
These limits mattered later, when Japan fortified the islands after leaving the League.
