Civil administration headquarters moves from Truk to Koror, Palau.
What happened
The move came as Japan prepared for full civilian rule. In July 1921 the civil administration was separated from the naval command, and the garrisons outside Truk were withdrawn, leaving Truk as a naval center while Koror in Palau became the seat of government.
