Japan begins withdrawing its armed forces; military surveys of the islands begin.
What happened
Under the mandate Japan was not supposed to keep military forces or bases in the islands, and it completed the withdrawal of its garrisons by March 1922. Yet TIGHAR, citing historian Mark Peattie, says the military began making surveys and plans for rapid deployment into the islands as early as 1921.
