Yap State Constitution comes into force.

What happened

Yap was the first FSM state to govern under its own constitution instead of a district charter. Kosrae followed in January 1984 and Pohnpei in November 1984, while Truk (Chuuk) stayed under its charter until its 1989 constitution.
