What happened

Wutip struck on 22 February with strong winds and storm surge, and Yap and Chuuk were hit hardest. A joint damage assessment found that the states could not meet immediate needs on their own, and the FSM planned to seek a US disaster declaration. The 11 March date given by one article is the day the president turned the emergency into a disaster declaration.
